The document is uploaded and visible, but its data isn't trusted yet. Invoices in Needs review don't show up in your budget rollups; quotes don't enter quote comparison. You confirm or correct the disagreement in the document detail screen, and the asset moves to Trusted.
Most documents skip Needs review entirely. The ones that don't usually take less than a minute to resolve.
